I suggested in Wikiwirral that it may have been put there by the developer when the pre-war houses were built on that side of The Wiend. It conveniently fills a sharp bend in the junction of the roads and the stone wall behind it is in the same style as that in front of the first houses down The Wiend. I remember it well, from the 1940s. Useful for waiting for the bus when it rains!
